The situation
Garment-on-hanger moves clothing already hung and covered, in a container fitted with rails, so the goods can travel from the box to the store rail without being pressed and re-hung on the way. It removes a block of handling from the distribution centre. It also costs volume, because hung garments occupy far more cubic space than the same units folded into cartons, and the hanging hardware takes its own share of the container.
The decision is usually framed as a freight question and settled by whoever owns the freight budget, which produces flat-pack almost every time. The savings, though, land in other budgets: distribution centre labour, pressing capacity, store handling and, on a range with a short floor life, markdown. The comparison has to be built per garment and taken all the way to the store rail. On the hanging side that means freight, the hanger and cover cost, and terminal handling. On the flat-pack side it means freight, cartons, then receipt, unpacking, pressing, re-hanging and ticketing at the distribution centre, plus the days those steps consume. Both numbers are then set against the value of a selling day.
The answer varies sharply by style, so the range should be assessed in groups rather than as a whole. Jersey, knitwear and denim fold and recover well and generally belong in cartons. Tailoring, coats, pleated and lined items are where pressing becomes the bottleneck and hanging earns its cube. Most ranges end up split, with a hybrid load or separate bookings rather than one method imposed on everything.
Transit protection then has to be specified rather than assumed. Garments need covers, rails need to be loaded and secured so the load cannot swing and abrade, and the same moisture controls that apply to any long ocean leg still apply here, since hanging cargo is no less hygroscopic than boxed cargo. Loading is a skilled operation and is worth inspecting at the point of stuffing.
For North America the inland leg deserves attention before booking. Where a container is transloaded to domestic equipment for the run inland, the onward trailer has to be capable of taking hanging cargo, otherwise the garments are re-handled at the transload and the saving that justified the decision disappears. Confirming the full path, including the destination facility's ability to receive hanging loads, belongs in the planning stage.
