We move dangerous goods, out-of-gauge units, break-bulk and heavy project cargo out of China by sea, air, rail and road. Every shipment starts from the real dimensions, the real gross weight and the real UN number, because those three things decide everything that follows.
What this service covers
Project cargo and dangerous goods are two different problems that behave the same way in practice. One is cargo the equipment cannot accommodate: too tall, too wide, too long or too heavy for a standard container. The other is cargo the regulations control: substances that carry a UN number and travel only under a declared class, packing group and packing instruction. Both are exception traffic, both are priced from cargo data rather than a rate sheet, and both fail in the same way when they are handled as ordinary freight. The shipment is booked, the truth appears at the terminal gate, and the cargo is refused.
We run this work from Shenzhen, with branch offices in Hong Kong and Shanghai, and we move it through all major China airports and seaports, with our deepest operational experience at Ningbo, Shanghai, Qingdao, Tianjin and Xiamen. Equipment is matched per piece of cargo rather than per booking. On a project to Mexico we delivered more than ten specialised containers, choosing the unit for each piece individually and coordinating the documentation across the full multimodal journey; the cargo was delivered on time. On another we moved 30 tonnes of overweight cargo to India by road, routing around weight and clearance restrictions using specialised containers and inland transport vehicles.
On the dangerous goods side, the governing text depends on the mode, not on the product. Sea freight follows the IMDG Code. Air freight follows the IATA Dangerous Goods Regulations, built on the ICAO Technical Instructions. Road in much of Europe follows ADR, and rail follows RID. The same UN number and packing group can be routine by sea and restricted, cargo-aircraft-only or unacceptable by air. We classify against the rules for the mode you actually intend to use, working from your safety data sheet, and we say plainly when a lane will not take the cargo rather than booking it and letting the terminal find out.
Early notice changes the whole plan, and it affects what the shipment costs you more than any rate negotiation will. Told at enquiry stage, a unit 4.2 m high can be planned onto an open top or flat rack, the lashing method agreed, the inland legs checked and the permits started in parallel. Told after the booking is confirmed, the same unit becomes a cancelled slot, a re-booking, storage at the terminal and a delivery date that has already moved. Dangerous goods behave the same way: carriers approve DG before they confirm a booking, and that approval cannot be compressed at the gate. Tell us the awkward facts first.
What you get when you book this service
Classification against the rules for your mode
We take the UN number, proper shipping name, class and division, packing group and net quantity per package from your safety data sheet, then check them against the IMDG Code for sea or the IATA Dangerous Goods Regulations for air. Where the two regimes disagree about your cargo, you hear it before the booking, not after.
Equipment selected per piece, not per booking
Flat rack, open top, standard box, or break-bulk space on a heavy-lift or multipurpose vessel. We work your per-piece dimensions and gross weights against the internal dimensions and payload of the unit actually on offer, because published container figures are nominal and vary between units and operators.
Lashing, securing and packing method
Lifting points, centre of gravity, cribbing and stopper arrangement, and a securing method consistent with the CTU Code. Timber packing and dunnage must carry ISPM 15 treatment marks for most destinations, and we confirm that before the unit is sealed.
Route checks and inland clearance planning
For heavy and over-height moves we check the inland legs before committing to a route: bridge and overhead clearance, road bearing capacity, turning radii, weighbridge and axle-load limits, and whether permits or escorts are required. This is the work behind the 30 tonnes we delivered into India by road, routed around the weight and clearance restrictions on the way.
Carrier, terminal and port acceptance
DG bookings are approved by the carrier before they are confirmed, and stowage category, segregation requirements and terminal acceptance windows all sit upstream of the sailing. We obtain the approvals and tell you the cut-off dates they impose on your production and collection plan.
One document set across the whole journey
Shipper's declaration for dangerous goods, container packing certificate, packing list carrying per-piece dimensions and weights, HS classification, commercial invoice and certificate of origin where the destination requires one. On the Mexico project a single coordinated set carried across every leg of the multimodal move.
Customs clearance and cargo insurance
Our customs clearance and brokerage service handles regulated and non-standard entries, including licence and permit requirements at both ends. Cargo insurance is available across all modes, and it deserves a deliberate decision when one indivisible unit represents the whole value of the consignment.
From enquiry to delivery
Send the cargo data, not the product name
Per piece: length, width, height and gross weight, plus centre of gravity, lifting and lashing points and a general arrangement drawing where you have them. For anything regulated: the safety data sheet, the UN number, the packing group and the net quantity per package. Collection and delivery addresses and the Incoterm complete the picture.
Classification and feasibility
We establish whether each piece travels in-gauge, out-of-gauge or as break-bulk, and we classify dangerous goods against the regulations for the mode you intend to use. If a class is cargo-aircraft-only or not acceptable on the lane you want, you hear it at this stage rather than at the terminal.
Equipment, route and method plan
We book the equipment — flat rack, open top, or vessel space for break-bulk — check the inland legs where the piece is heavy or over-height, and agree the lifting and lashing method before anything is collected. Where rail or road forms part of the route, loading gauge and axle limits are checked against the actual corridor.
Carrier approval, booking and documents
DG approval is obtained from carrier and terminal before the booking is confirmed. Out-of-gauge pieces are booked with the adjacent slots the cargo will occupy, so the space is real rather than assumed. The document set is prepared in one pass, and you receive the confirmed schedule with every cut-off it creates.
Loading, securing and departure
We arrange supervision of loading, check the securing against the agreed method, confirm placards, marks and labels, and send photographs of the stow before the unit leaves. A discrepancy found on the loading bay is cheaper to correct than the same discrepancy found at the port of loading.
Transit, clearance and delivery
We arrange customs clearance and the final-mile heavy or over-dimension transport, and confirm delivery against your installation date. The proof of delivery comes back to you once the cargo has been received on site.
When this is the right service — and when it is not
Best for
- Single indivisible units — presses, transformers, tanks, moulds, generator sets — that exceed the height, width, length or payload of a standard container.
- Plant, machinery and structural steel bound for a project site with a fixed installation date and a required installation sequence.
- Dangerous goods moving FCL or LCL by sea from the China gateway ports, where the class is accepted but stowage and segregation need planning.
- Regulated air shipments where you need to know before booking whether the class is accepted, cargo-aircraft-only, or not acceptable at all.
- Overweight road and multimodal moves into markets with axle-load, bridge or overhead clearance restrictions on the obvious route.
- Consignments that have already been declined, rolled or returned because of the declaration or the dimensions.
When another mode fits better
This service is the wrong choice when the cargo is actually standard. If every piece fits inside a 40ft high cube with room for lashing and the total stays under the payload of the unit, book ordinary FCL: out-of-gauge equipment costs more, runs on fewer services and gives you nothing in return. If the machine can be dismantled into container-sized modules and reassembled on site, that is usually cheaper than shipping it out-of-gauge, and we will say so even though it is the smaller booking for us. Small quantities of low-risk dangerous goods often travel better under limited quantity provisions within standard LCL or road freight than as a full DG project. Some constraints cannot be bought out at any price: Class 1 explosives, Class 6.2 infectious substances and most Class 7 radioactive material are refused outright by many airlines, airports and terminals, and planning does not change that — the honest answer there is sea, rail, or not shipping. And where a genuinely out-of-gauge piece has to reach a distant site on a very short deadline, sea freight plus heavy inland transport may not hold the date. Tell us at enquiry stage and we will look at whether the piece can be split, or whether air is physically and legally possible for it.
The nine UN dangerous goods classes, for orientation
This is industry-general information, not a compliance document: the governing texts are the current IMDG Code for sea and the current IATA Dangerous Goods Regulations for air, both reissued on a regular cycle. Acceptance also varies by carrier, vessel, aircraft type, port and destination country.

Per-piece dimensions and gross weights, collection and delivery addresses, and the Incoterm. For dangerous goods, add the safety data sheet, the UN number, the packing group and the net quantity per package. For heavy or awkwardly shaped pieces, a drawing or photographs showing lifting points and centre of gravity. With that we answer within one business day. Without it we can describe options but we cannot price them, because on this kind of cargo the equipment decision moves the cost far more than the freight rate does.
Because the two regimes are written against different risks. The IMDG Code governs sea and assumes a vessel with segregation distances, deck and under-deck stowage options and crew on board. The IATA Dangerous Goods Regulations govern air and assume a hold nobody can reach in flight, so permitted quantities per package are much smaller, some classes are cargo-aircraft-only and some are not acceptable at all. The same UN number and packing group can therefore be routine in a container and restricted in an aircraft. Open top when the cargo exceeds the internal height of a standard box, or has to be craned in from above because it cannot be brought through the doors; the roof bows and tarpaulin come off and the door header is usually removable. Flat rack when the piece is over-width or over-length, or heavy enough that the concentrated load needs a reinforced floor, since the absent side walls allow overhang. If a piece is over-height and over-width together, or too heavy for any container, it becomes break-bulk on a heavy-lift vessel instead. We make that call from your dimensions against the equipment actually available on the lane.
More than for general cargo, and the reason is structural rather than internal to us: carriers and terminals approve dangerous goods before they confirm a booking, and some classes need a stowage position that only certain sailings can offer. We answer quote requests within one business day, but carrier approval, permit issue and route check lead times sit outside that promise and vary by class, port and lane. Contact us once you have the safety data sheet, ideally before the Incoterm is fixed, because who arranges the main carriage also determines who signs the DG declaration.
Lithium batteries are Class 9 and among the most closely regulated cargo in circulation. What governs the shipment is whether the cells travel alone, packed with equipment or installed in equipment, the watt-hour rating, the state of charge and the applicable packing instruction. These rules are revised more frequently than most, so the correct answer is the one current on your shipping date, not the one that applied last time. Send the UN number, the battery test summary and the packing configuration, and we will confirm what the current regulations allow for your mode and lane.
Rail is a core strength for us on the China–Europe, China–Central Asia and China–Russia corridors, and it does carry oversized cargo. The limits, though, are set by the loading gauge of every tunnel, bridge and platform along the route and by the wagon types available, so the constraint is fixed infrastructure rather than commercial negotiation. Some pieces that ship out-of-gauge by sea will not clear a rail loading gauge.
