The Harmonized System (HS) code is a standardized number, used by customs authorities worldwide, that identifies exactly what a product is for duty and regulatory purposes. Getting it right affects two things directly: how much duty you pay, and how quickly your shipment clears customs.
Products that could plausibly fall under more than one code — a component that could be classified as a finished good or as a part, for instance — are where most classification disputes happen. The correct code depends on the product's function and composition, not on which rate is more favorable.
An incorrect HS code can result in a shipment being held for reclassification, a corrected duty assessment after the fact, or in some jurisdictions a compliance penalty. None of these are common, but all of them are more disruptive than getting the classification right at the outset.
